What's this and why is it doing that?

I've been having issues lately with that part, it seems to be a vacuum line. Pretty much every time I start my car I have to adjust it slightly so air isn't leaked. My RPMs sputter from .5-1k at idle if it is not sealed. Help?

Under the cable bracket on the neck of the upper intake manifold, there is a rubber grommet that can disintegrate over time, you need to check that and replace the rubber elbow at the PCV valve with something that doesn't collapse, or put copper tubing in the elbow. Most any vacuum leak will have a symptom like that.

I've got the cable bracket off and am looking at the connector. How am I supposed to make it stay sealed?

There's a piece missing on there that should seal to the manifold. You just have to replace the whole pipe. It's fairly inexpensive new from GM.
