Slew of ABS Codes and Crank Sensor Problems

So I had a chance to get my hands on a GM Tech2 scan tool, and when I attempted relearn of the 24x Crank Sensor, it always fails, if I look under the real time info, it says the value of the sensor is 9201rpm. I find that very hard to believe especially at idle. I say a bad PCM is the problem considering it won't even attempt to relearn, reads an impossible value, and new sensors and wiring have been tried. I'm not sure whether to get the $99 PCM from Milzy and have the 24x Code removed, or buy another one and attempt a relearn and hope that the relearn succeeds. Any help there is awesome cause I want the CEL to go away.

Now to the ABS codes, and there are alot of them. The ones I get are as follows:

C1214 Electronic Brake Control Relay Contact Circuit Open
C1221 Left Front Wheel Speed Sensor Input Signal = 0
C1224 Right Rear Wheel Speed Sensor Input Signal = 0
C1225 Left Front Excessive Wheel Speed Sensor Variation
C1226 Right Front Excessive Wheel Speed Sensor Variation
C1232 Left Front Wheel Speed Sensor Circuit Open or Shorted
C1233 Right Front Wheel Speed Sensor Circuit Open or Shorted
C1236 Low System Voltage
C1257 Left Front ABS Motor Circuit Shorted to Ground
C1262 Right Front ABS Motor Circuit Shorted to Ground
C1263 Right Front ABS Motor Circuit Shorted to Voltage
C1265 Rear ABS Motor Circuit Shorted to Ground
C1273 VES Actuator Circuit Open or Shorted to Ground
C1276 Left Front Solenoid Circuit Open or Shorted to Ground
C1278 Right Front Solenoid Circuit Open or Shorted to Ground
C1286 EBCM/EBTCM Turned ON The Red Brake Warning Indicator

I think these are caused by a bad EBCM, but I seek to get advice from the community here, and I seem to be having difficulty finding the EBCM part. I would like to get this fixed so that I can have my traction control and ABS back as living in Iowa is difficult in the winter with no ABS. That and the lights are annoying.
