Where to ground headlight/turn signal relay?

I managed to snap the head of the bolt that is grounding the stock relay, on the driver's side of the engine bay. Anyway my turn signals and cruse control are acting up without a solid ground there and I don't know how to get the broken bolt out of that hole.

Any easy way to get that out? If not where should I be grounding it to?

Either drill the old bolt out, (drill and a bit) or just move the ground to another spot. should be grounded to mainly the body of the car, if it could reach, do a bolt that holds the fenders in place.
