Figured I'd repost this if anyone's interested still
1999 model worked fine, GA's 99-00 I believe worked assuming it the same, as usual this is from my experience, it's been posted on gagt as well
disconnect the negative battery terminal
Located the BCM under the passenger side kick panel, remove the two bolts holding the plastic cover and pull down the BCM.
Locate the middle pin connection and unplug it, find the yellow/black wire and the light green/black wire that sits right next to it
Give yourself some room to work away from the BCM so that you have enough wire to work with and cut the two wires. With the two wires you have hanging off the plug, twist them together, solder them, use connectors to connect them. I covered the other 2 wire ends with electrical tape and wrapped them up.
Now plug the connection back in, recconnect your battery connection and voila, control over your headlights at night, parking lamps and low beams.
