Cooling Fan stays on

2000 alero My fans stay on all the time when the car is running. What can it be???

Few things trigger the fans:
- coolant temperature over 223 F
- coolant temperature sensor disconnected
- defrost on
- A/C on

Defrost off,ac off, Temp Sensor pluged in, and it stays on all the time even when i start her up on my way to work
