Steering Problem

This afternoon I was making a u-turn at the end of my street when I lost all power steering so I think I need a new p/s pump but will a blown p/s pump cause the steering wheel not to lock when the car is of if anyone knows please letme know

Alero steering wheels do not lock when the key is off & removed as the Alero has a passive system. Yes, a bad pump will cause difficulty or loss of steering.
