is it normal for the rack pinion boot to have power steering fluid inside?

no it's not's, the seals in the rack are bad

so that means i need to change the rack n pinion... right?
so if i have to change it is it had has any1 done it? got pics?

I know what a steering rack looks like, but that didn't answer my question
