Rad fan(s)

I know the fans on the alero have 3 speeds: off, low & high. Are both of your fans suppose to kick on when your engine reaches a certain temp. or is it just one? Second, is your fan(s) suppose to kick on when you turn your a/c on as well? I've been having trouble lately trying to have them come when they're suppose to. Thanks.

kick on with a/c ALWAYS!!! if reaches equal to half line, supposed to kick on...and 2 speeds btw low and high

well i've checked the fuse, relays and wiring so maybe those fan motors are going/are bad. thanks for info.
