What is that wire for into the cyllindrical thing that's circled in red? The wire was disconnected...was wondering what it did

its a vacuum hose. if its the one on the fuel pressure regulator, well it adjusts fuel pressure per engine engine vacuum.

Any specific reason someone would pull it out and stick it on with a piece of paper underneath it?

well, on older cars removing the vacuum line from an FPR would give you full fuel pressure all the time. leave the vacuum line on.
