I just purchased a new guage cluster from ebay. The ad said no cracks, but it didnt say anything about scratches/scrapes. None the less. It has some nice scrapes on it.

Any recommendations on what to due to sort of "buff them out of the plastic, or atleast make them "less" visible?

Yes, they make a plastic polish (it is in a red pouch, you can buy at autozone, etc...) but it does not work that good. It will only take very fine scratches out.

That looks like a cool product. But I don't think it would help my situation. I think Im just going to lean near Taking the plastic out.
